Internet Service Provider being honest?

Is your Internet Service Provider being honest with you on the amount of bandwidth you’re receiving?

Here is at least one case where the ISP asked to have a speed test modified so that no matter what the results really were, the test would report the maxium result customers pay for.

For example, if you pay for a download speed of 2 megs, then the result would always appear close to 2 megs!
