		<description>Actually cookie stuffing has no requirement on a pre-existing cookie being in place. I would expect this case to come down to whether or not the actions were against the TOS for EPN, and if they were then they may be liable for whatever actions are stipulated within the TOS - usually account cancellation and withholding of payment.</description>

		<description>Cookie stuffing is not harmless and steals commission from other sites that have already set a cookie legitimately! There is no way that those harmed by such actions will ever get their money back and anyone found performing such an illegal activity should pay!</description>
